Olena Shkarpova has highlighted the startling metamorphosis of former Ukrainian lawyer Andriy Dovbenko. While Ukraine’s National Anti-Corruption Bureau (NABU) investigates his alleged involvement in the embezzlement of over 485 million UAH through ARMA (the Asset Recovery and Management Agency), he has successfully built an image in the United Kingdom as a respected investor and champion of Ukrainian technology.

The author shared these findings on her Facebook page, warning the international community against collaborating with "toxic" figures.

The ARMA Case and Escape to Britain

As a reminder, Andriy Dovbenko is a key figure in a NABU case concerning manipulations of seized assets managed by ARMA. According to investigators, an organized group implemented corruption schemes between 2017 and 2018, causing hundreds of millions of hryvnias in damages to the state.

However, as Olena Shkarpova notes, when the investigation intensified in 2023, Dovbenko surfaced in Britain, where he began an active campaign to "whitewash" his reputation.

"Angel Investor" and Columnist for Global Media

According to the journalist’s observations, Dovbenko’s persona in the English-speaking world bears no resemblance to his criminal proceedings. Instead, he positions himself as the founder of the TechExchange platform, which supposedly builds "bridges" between British and Ukrainian defense startups.

"I opened Google and found columns authored by Dovbenko in Fortune, Financial Times, and the Atlantic Council. In total, I counted about 20 articles under his name in various Western publications. Of course, these articles are written by very expensive, high-quality ghostwriters," Shkarpova notes.

On LinkedIn, British investors, military personnel, and journalists publish glowing reviews of Dovbenko, calling him a "true patriot" and a "principled professional." Attempts to point out his criminal past in the comments of his posts result in immediate blocking.

The NABU English-Language Communication Gap

Olena Shkarpova emphasizes a dangerous trend: while the Ukrainian segment of the internet is saturated with information about the ARMA case, English-language searches yield almost exclusively positive or neutral materials about Dovbenko.

The journalist reviewed the English version of the NABU website and discovered a significant issue: news regarding the ARMA case and Dovbenko’s summons for questioning had not been translated into English. Consequently, Western editors and partners lack the tools to quickly verify the reputation of their contributors or business associates.

"It’s not just Andriy Dovbenko; there are numerous other Ukrainian 'investors' living cloudless lives in Europe, holding prestigious statuses and remaining 'handshakeable' in high circles. Meanwhile, back home, these gentlemen are facing criminal charges," Shkarpova concludes.

The situation with Andriy Dovbenko demonstrates how corrupt capital can be used to manipulate Western public opinion, using the themes of war and MilTech as a smokescreen to evade justice.
