Virtual Recruiters in the Army: How AI Supports Recruitment in the Territorial Defense Forces

The Territorial Defense Forces of the Armed Forces of Ukraine have launched a unique experiment — virtual agents powered by artificial intelligence have been involved in the military recruitment process. The pilot project was initiated by the 4th Recruitment Center of the Territorial Defense Forces and is already showing its first results.
A New Approach to Recruitment
For the first time in the history of the Ukrainian army, recruitment of volunteers is being tested with the use of AI assistants. They are able to quickly process applications, advise candidates, and even select positions according to skills. Head of the 4th Recruitment Center, Petro Avramich, stated:
“Modern methods make it possible to improve recruitment and increase the number of processed applications. Decisions on selection and enrollment are still made by military recruiters, but candidates receive full support and assistance when choosing a military position.”
Who is Lesya Foxy 4U
To make interaction with AI closer to candidates, a virtual character was created — a young woman named Lesya with the call sign Foxy 4U. She consults 24/7, explains the advantages of serving under contract, selects positions, and accompanies candidates at all stages of recruitment. Commander of RMG "North", Yuriy Zozulya, explains:
“Lesya Foxy is our innovative recruiter. She can handle thousands of interviews simultaneously, advise different people, and remain calm and stress-resistant even in difficult conversations.”
Capabilities of AI Agents
Virtual agents:
- process applications and resumes;
- immediately suggest military specialties that match qualifications;
- provide consultations via messengers and the website;
- collect data for the center’s CRM system;
- relieve recruiters of routine tasks and allow them to focus on in-person interviews, psychological testing, and paperwork.
AI agents work without breaks or days off: they can cover more than 100,000 candidates per day.

Future Plans
The next step will be the large-scale implementation of communication with AI agents on social networks. Expansion of functionality is also planned: from AR quests and training programs to online consultations with psychological support.
Background
The 4th Recruitment Center of the Territorial Defense Forces of the Armed Forces of Ukraine recruits volunteers into brigades and battalions of the Territorial Defense. Offices and recruitment groups operate in Kyiv, Lviv, Odesa, Kharkiv, Kryvyi Rih, and Ivano-Frankivsk. As of September 1, 2025, 146 military specialties are open.
